AS WE ARE STARTING HERE; ALL OF YOU KNOW THIS IS THE FIRST MEETING AT WHICH WE HAVE A NOTABLE ABSENCE FROM ONE OF OUR MEMBERS REP DIANE LOEFFLER WHO PASSED AWAY RECENTLY AND QUITE UNEXPECTEDLY FOR MOST OF LOSS. SO IT’S KIND OF THE SOMBER BEGINNING TO THIS MEETING I WANTED TO TAKE A FEW MOMENTS WE HAVE SOME FLOWERS HERE AT HER SEAT; AND SHE WILL BE SO GREATLY MISSED ON THIS COMMITTEE AND IN THIS BODY AND IN MANY OTHER PLACES AS WELL. WE FORMED A SPECIAL BOND I BELIEVE AND I THINK THAT TRIP WAS PART OF IT AND YOU KNOW; REPRESENTATIVE LOEFFLER WAS ALWAYS THOUGHTFUL KIND CARING AND A TRUE CHAMPION OF THE PEOPLE. I THINK ONE OF THE THINGS AS I THINK ABOUT REPRESENTATIVE LOEFFLER; IS I KIND OF SOMETIMES WHEN I PRESENT BILLS I LIKE TO TAKE SOME THINGS THAT ARE COMPLEX AND COME UP WITH A WAY OF REALLY MAKING IT SIMPLE IT MAY BE A REALLY COMPLEX POLICY CONCEPT INVOLVING THE COUNTY’S IN U.S. TO MAKE IT REALLY SIMPLE AND I CHANGE THIS AND THAT AND TO BE ABLE TO DO THAT THE PROBLEM WAS; REPRESENTATIVE LOCKLEAR HAD SO MUCH IN DEPTH KNOWLEDGE ABOUT THE MINUTE INTERWORKING IS BETWEEN DHS AND THE COUNTIES AND THE WORKINGS OF THE COUNTIES THAT YOU COULD NEVER SLIPPED ONE BY HER. SHE WOULD ALWAYS WITH A SMILE ON HER FACE AND AS CORDIAL AS COULD BE POINT OUT THAT’S NOT REALLY HOW IT WORKS THERE’S A LOT MORE COMPLEXITY THAN THAT AND IT’S KIND OF PROVIDING THIS BACKGROUND IN REAL IN-DEPTH INFORMATION BACK TO THE COUNTIES THAT I LEARNED ESPECIALLY OVER THE LAST SEVERAL YEARS TO USE AS A RESOURCE THAT. TO GO WITH HER WITH QUESTIONS PER FRANKLY WHEN THERE ARE THINGS I DIDN’T UNDERSTAND AND SOMETIMES SHE WOULD BRING UP ISSUES WITH BILLS I WAS WORKING ON THAT I WAS TRYING TO TALK MY WAY OUT OF AND WENT UP TO WORK AND SAID THAT’S NOT SERIOUS HOW WE FIX THAT? I THINK THE MOST IMPRESSIVE THING IS WHETHER IT WAS NOT BEING A REPUBLICAN OR DEMOCRAT HER IN THE GOAL WAS GOOD PUBLIC POLICY TO HELP MINNESOTANS AND I THINK SHE OR HER CAREER IS CERTAINLY ACHIEVED THAT AND WE’RE A BETTER BODY BECAUSE OF HER CAREER IN THE MINNESOTA HOUSE.>>THANK YOU REPRESENTATIVE ZERWAS. OVER 1 MILLION MINNESOTANS GET THEIR HEALTH CARE THROUGH PUBLIC PROGRAMS AND ALL THAT IS MANAGED AT LEAST PARTIALLY BY DHS. OF COURSE THIS ALSO MEANS DHS MANAGES A LOT OF TAXPAYER MONEY BOTH STATE AND FEDERAL AND IT ALSO IMPACTS COUNTY RESOURCES. BACK IN 2017 PRESIDENT TRUMP WAS TALKING ABOUT HEALTH CARE IN THE SAD IT’S AN UNBELIEVABLY COMPLEX SUBJECT KNOW WHEN IT NEW HEALTH CARE COULD BE SO COMPLICATED. WELL DHS KNOWS HOW COMPLICATED IS AND SO DOES THIS COMMITTEE AND SO DID DIANE LOEFFLER. HEALTH CARE IS ONLY ONE OF A COMPLICATED THINGS THAT DHS MANAGES AND THAT MAY BE WHY THE JOB OF COMMISSIONER HAS THE REPUTATION AS THE MOST DIFFICULT JOB IN STATE GOVERNMENT. WITH THE END OF THE LAST LEGISLATIVE SESSION DHS HAS BEEN IN THE NEWS EVEN MORE THAN USUAL; COMMISSIONER LOUREY RESIGNED AND THERE HAD BEEN OTHER RESIGNATIONS AS WELL AND GOVERNOR WALZ APPOINTED AN INTERIM COMMISSIONER WHILE SEARCHING FOR A REPLACEMENT AND ON SEPTEMBER 3RD JODY HARPSTEAD BECAME THE COMMISSIONER ED DHS I AM REALLY GRATEFUL FOR WILLINGNESS TO TAKE THE JOB. I’VE SAID THIS OVER AND OVER IN MY 90 DAYS THERE’S NOTHING IS MORE IMPORTANT TO THE MINNESOTA DEPARTMENT OF HUMAN SERVICES THEN TO BE TRUSTWORTHY TO THE PEOPLE OF MINNESOTA THE OVER 1 MILLION PEOPLE WE SUPPORT TO LIVE IN COMMUNITIES AND ALL TAXPAYERS. WHEN I GOT TO THE DEPARTMENT DISCOVERED THE LIST MISSION IN VALUE STATEMENTS WITH THE DEPARTMENT IN WORKING WITH MANY OTHERS HELPS PEOPLE MEET THEIR BASIC NEEDS OF THE LIVON DIGNITY AND MEET THEIR HIGHEST POTENTIAL THAT VISION IS WHEN WE HELP EACH OTHER TO CREATE A BRIGHTER FUTURE FOR MINNESOTA I WILL LET YOU READ THE VALUES. MY OBSERVATIONS FROM TRAVELING THE STATE AND MEETING PEOPLE THAT WORK IN AND FOR US AND IN PARTNERSHIP WITH THE DEPARTMENT I HAVE THE OPPORTUNITY TO VISIT OUR COMMUNITY AND RURAL HEALTH HOSPITAL IN BAXTER WHERE MANY PEOPLE HAVE SERVED FOR DECADES IN THOSE POSITIONS THEY’RE TREATING PEOPLE IN WORKING WITH PEOPLE WITH SERIOUS MENTAL ILLNESS. IN 2019 THIS HOUSE BODY HAD SOME GOOD INNOVATIONS ENACTED THROUGH LEGISLATION TO HELP ENSURE LICENSES WERE BETTER ENFORCEMENT COMMUNICATION BETWEEN STATE AND COUNTY AND THERE WERE A NUMBER OF THINGS I DON’T KNOW IF YOU’VE HAD A FULL TIME TO LOOK OVER BUT I AM WONDERING WHETHER ALL THOSE THINGS THE LEGISLATURE DID LAST TIME WHETHER IN YOUR OPINION YOU KNOW WHETHER IT’S ENOUGH OR WHETHER WE NEED TO DO MORE BECAUSE EVERYBODY IS CONCERNED ABOUT THE DOLLARS AND I’M GLAD YOU START YOUR PRESENTATION WITH TALKING ABOUT THAT FACT IT’S ABOUT MONEY IT’S ABOUT BETTER HEALTH IT’S ALSO ABOUT THE ECONOMY AND GETTING OUR DOLLARS WORTH. I THINK AS LEGISLATORS WE NEED TO TAKE A LOOK AT IF WE EXPECT MORE OVERSIGHT AND ACCOUNTABILITY THAT WE NEED TO FIND THAT WE NEED TO FUND INVESTMENTS IN INFORMATION TECHNOLOGY SO WE CAN DO BETTER TRACKING AND I THINK PART OF THE ISSUE WE’RE TO BLAME BECAUSE WE WERE UNDERFUNDING GET I WANT TO REMIND MEMBERS THERE’S OVER $300 MILLION OF WASTE FRAUD AND ABUSE IN THE PRIVATE SECTOR FOR HEALTH CARE AND WE NEED TO LOOK AT ALL SECTORS NOT JUST OUR STATE AGENCIES TO RECOVER SOME OF THAT REVENUE SO WE CAN USE THAT REVENUE IN TO HELP PEOPLE WHO ARE UNINSURED AND DON’T HAVE ACCESS TO HIGH-QUALITY HEALTH CARE. THERE WAS THE LAST PERSON THAT HAD THAT POSITION HAD BOTH TITLES BUT WITH THAT PERSON GAUNT WHO HAD ONE TUNNEL FOR YEARS AND THE ADDED A SECOND ONE WE’RE BRINGING IN TWO PEOPLE I WANT THEM WORKING VERY CLOSELY TOGETHER LEARNING FROM EACH OTHER AS THEY DID A GREAT THEMSELVES INTO OUR WORK SO THAT’S WHERE WE’VE LAUGHED THE MEDICAID DIRECTOR. YOU RAISED A FASCINATING QUESTION ABOUT PAYMENT ISSUES IN THE PRIVATE SECTOR AND I DON’T KNOW OF STUDIES HAVE BEEN DONE OR OF PEOPLE HAVE ANY INFORMATION ABOUT THAT; BECAUSE THE PRIVATE SECTOR HANDLES THESE ISSUES IN PRIVATE AND WE PUT THEM IN A NEWSPAPER. WELL I’D TALK TO MY FOLKS IN SHERBURNE COUNTY AND WHAT THEIR SHARE IS THEY DON’T HAVE THE MONEY. THEY’D TURN THEIR POCKETS INSIDE OUT BUT THEY DON’T HAVE THEIR SHARE OF $8.8 MILLION TO REPAY TO THE FED’S. MEMBERS BEFORE WE ADJOURN OF COURSE THIS WILL BE I THINK THE LAST COMMITTEE HEARING FOR REPRESENTATIVE ZERWAS IT IS BEEN SUCH A A AN IMPORTANT VALUED MEMBER OF THIS COMMITTEE WANTED TO GIVE HIM AN OPPORTUNITY TO SAY A FEW WORDS BECAUSE HE WON’T BE ABLE TO DO THAT ON THE HOUSE FLOOR WHICH IS USUALLY WHERE YOU GET TO SPEAK WHEN YOU RETIRE.>>MADAM CHAIR OBVIOUSLY THANK YOU SO MUCH FOR BEING GRACIOUS AND ALLOWING ME TO HAVE A FEW MOMENTS. GOING FROM THE LEGISLATURE HAD A THINK ANYONE EVER DECIDES TO DO IT A BIG GOAL FOR A DREAM AFTER COLLEGE AND MOVED BACK TO ELK RIVER I WAS INVOLVED ON THE ELK RIVER CITY COUNCIL AND MY DAD HAD BEEN POLICE CHIEF IN ELK RIVER FOR 23 YEARS WE’VE GROWN UP THERE. THE CITY HAD BENT OVER BACKWARDS TO TAKE CARE OF AND ACCOMMODATE MY FAMILY ESPECIALLY IN THE YEARS WHEN I WAS SO SICK TO THE POINT OF A LONG MY DAD EVERY DAY TO SET UP OF MANY POLICE CHIEF OFFICE IN MY I SEE YOU HOSPITAL ROOM THE FOR THE FIVE AND A HALF MONTHS I WAS THAT AT A HOSPITAL WHERE HE WOULD COME THERE EACH DAY AND FOR ME I WANTED TO DO SOME PUBLIC SERVICE I WANTED TO REPRESENT THE COMMUNITY IN WHICH I LIVED AND LIKE ANY CITY COUNCIL MEMBER TO GET THERE AND YOU THINK THIS WILL BE A LOT EASIER IF THE PEOPLE IN ST. PAUL WERE SCREWING EVERYTHING OUT . YOU GET HERE AND YOU THINK YOU WOULD BE A LOT EASIER IF THE FEDS DIDN’T SCREW EVERYTHING UP …LAUGHTER… I’M NOT RUNNING FOR CONGRESS …LAUGHTER… SO I CAME HERE BY HAPPENSTANCE FOLLOWING REDISTRICTING AND AN OPEN SEAT. TOLD THE STORY A FEW TIMES IN THE LAST COUPLE OF WEEKS I WASN’T OVERLY POLITICALLY ACTIVE PRIOR TO BEING ELECTED NOT SO I GOT HERE AND REPUBLICANS CAME INTO THE MINORITY OF EVERYTHING AND I DIDN’T KNOW THAT MANY PEOPLE AND SOME OF THE ISSUES I CARE ABOUT AND DIDN’T FEEL I EVEN KNEW THE FOLKS ON MY SIDE OF THE AISLE THAT WELL. EVERY DAY I WOULD TAKE A FEW PIECES OF CANDY AND STUFF IN MY COAT POCKET AND WALKED RON FOR THE HOUSE WITH GREEN JACKETS TALKING ABOUT WHAT I WAS WORKING AND TRYING TO GET CO-AUTHORS AND SOMETIMES BRIBING PEOPLE WITH CHOCOLATE AND SOUR PATCH KIDS. EVENTUALLY A FEW WEEKS IN ONE OF OUR FIRST LATE NIGHTS AT I A FEW MEMBERS COME OVER TO MY DESK AND SAY THE REST YOU HAVE ANY CANDY? THAT’S WHAT I STARTED STOCKING MY DESK DRAWER AND I THINK FOR ME THE KIND OF SUMS UP WHAT MY GOAL HAS BANNED. I’VE REALLY TRIED OVER THE LAST SEVEN YEARS TO DIG IN ON SOME CHALLENGING ISSUES AND AND DIFFICULT ISSUES AND WHEN POSSIBLE AND PROBABLE REACH THEIR HAND OUT ACROSS THE AISLE SOMETIMES WITH CANDY SOMETIMES NOT. AND TO WORK WITH MEMBERS AS MUCH AS POSSIBLE AND I WILL TELL YOU THE YEARS I’VE SPENT IN THE MINORITY I’VE BEEN ABLE TO DIG INTO BIGGER POLICY ISSUES I THINK WITH THAT APPROACH THAT EVEN THE YEARS THAT I SERVED A FOUR YEARS I SERVED IN THE MAJORITY BECAUSE THEY’RE SO BUSY DOING THE MOST TO DO STUFF THAT GETS PUT ON THE MAJORITY MEMBERS. THAT WOULDN’T BE POSSIBLE WITHOUT A GREAT FRENCH SHIPS AND RELATIONSHIPS I’VE BEEN ABLE TO CREATE AND FORGE ACROSS BOTH SIDES OF THE AISLE . I WILL DO THE UBIQUITOUS THINK EVERY RETIRING MEMBER HAS TO DO WHICH IS TO SAY THANK YOU THINK YOU THANK YOU TO OUR PARTISAN STAFF OUR NON PARTISAN STAFF; THE FOLKS WHO ARE HERE WAY BEFORE WE GET HERE AND ARE HERE LONG AFTER WE LEAVE AND I CAN’T COUNT THE NUMBER OF TIMES RANDY CHUN OR OTHERS IN THAT GRACIOUS OR POLITE WAY CENT ARE YOU SURE YOU WANT TO DO THAT? …LAUGHTER… ARE YOU SURE YOUR BUILT WANTS TO SAY THAT? THE FOLKS THAT DO THE BULK OF THE HEAVY LIFTING IN THIS SPACE ARE BEHIND THE SCENES AND IT WILL HELP US COME TO REALLY GOOD POLICY CONCLUSIONS AND MAKE US LOOK REALLY REALLY GOOD. IT’S BEEN AN HONOR OF A LIFETIME SERVING BUT I THINK I’M ONE TO FIND EVEN MORE FUN SPENDING THOSE LATE EVENINGS AT HOME WITH JACK AND MY CHILDREN WITHOUT THEIR SUPPORT THE RETURN OF A CHALLENGING TIME IN MY LIFE BOTH MEDICALLY AND WITH LIFE I WOULD’VE BEEN ABLE TO SERVE THIS LONG.
